If you are referring to how to make the > < symbols in 2D Notes than you can use the "ALT" codes from WINDOWS OPERATING SYSTEM.
> = hold "alt" key and type 62
< = hold "alt" key and type 60

Have you not tried "Create Box" command in NX 10 and later? No journal needed.
