Generally, agricultural tractors have a speed limit of 40 Km/hr. Is there a way to calculate the maximum acceleration that tractors can reach keeping the maximum speed limit into consideration!!

I have actually created a 3D drawing on solidworks 2014. But I am not able to find the interference detection tool. I have searched in tool option and evaluate tab but with no results. Can anyone guide me?
Ps: I have not used assembly while creating the drawing
It's a picture from an agricultural trailer. I was wondering whether it is some sort of braking system or suspension system. In almost all agricultural trailers, I have seen, there are no suspension system!! I wonder why!!
@ LittleInch Yes, this is a picture taken from agricultural trailer. I have seen this system in all agricultural trailers. I was just wondering whether it was for braking system or suspension! I am still confused why agricultural trailers do not have suspension system!!
