We have a vertical steel plate connected to a concrete wall by mechanical anchor bolts with a gap of about 2cm between the steel plate and the concrete. The gap was not accounted for during design. Is there a structurally sound way to seal this gap (for example: non shrinkable structural grout)?

I am tackling one problem at a time. I will definitely need to check the concrete and soil, but at this stage I need to design the steel plate and determine its thickness assuming the concrete and soil are fine.
