Delegated Design of Steel Joist to Joist Girder Connection

A joist manufacturer on the west coast is refusing to design these connections. They claim they can't do it because of code (even though a joist manufacturer will design these connections on the east coast). so is it mandatory for the EOR to design these? if the joist contractor won't do it...

Submittal Revision - Comparison between Steel Shop Model (Tekla) and Design Model (Revit)

    Seismic Compliance of Electrical Panels

So I have 3 vendors offering panels that are compliant with "Seismic Zone 4 (0.5g)". I'm not familiar with this rating provided or used by electricians. I would expect that rating to be in compliance/meets ASCE 7 Cs or Sds=some-high-value Any previous experience with something alike here? Thanks!
