I think you are looking in the wrong place....ASHRAE deals with heating and air conditioning.
Nonetheless, I used to work for a power company, and we used the GE manuals and the correction curves in the manuals to determine what the heat rate should be at our ambient conditions.

I have been having a hard time setting up Layouts to scale correctly to the scale I want (usually 1/4"=1'). I also cannot get my linetypes to transfer from my model(drawing space) to my layout and plot. Any suggestions on these areas is greatly appreciated.

At several of our power plants, we burn #6 Fuel Oil and Natural Gas. I have seen our Heat Rate improve by 4% when we are burning #6 Fuel Oil. Unfortunately, I have no idea why.
