It is possible to create a linked body without being in an assembly. With the full WAVE license (Not the WAVE geometry linker) you can create links from parts not in your current assembly. With this license you can also create position independent links.
UG does require HP-GL/2. I know from experience that the Designjet 500 does not support HPGL/2 with its standard model. You will need to buy the "HP-GL/2 Accessory Card" to plot to the DJ 500 from NX2 and older

You can suppress a component by an expression by right clicking on the component you want to suppress in the "Assembly Navigator", and then choosing "Suppression". The dialog that will appear will you give you the option to suppress by expression.
