From my refinery drawing office days many years ago a jumpover was a piping interconnection requested by operations in order to push product somewhere not originally intended.
Keep in mind that PDMS and SmartPlant (or whatever they're being called these days, gotta keep rebranding so no one knows what you're talking about) are in a completely different league from the other two.
Are we all talking about the same terms or am I misunderstanding?

AV = Angle (control) Valve, I presume.
Odd thing that now that P&IDs are always CAD you often find weird symbols.
Is it because lesser-experienced people are now doing drawings or using only symbols that came in the box with the software?
There are LOTS of things that are done differently now that CAD has taken over, the old timers are retired or gone and software often dictates how things get done.
