Use AccuDraw.
Draw your line. Nudge the cursor to the right and type 30. Nudge your cursor Up and type 30 * .08 the math will give you 2.4 in rise.

TMMoot, have you tried removing your UPF file and have MicroStation recreate one for you? It sounds like a user preference file problem. Do you have read/write accessibility to your C drive? If you want the toolbars to save location you need read/write to the ProgramData folder.

dstroj, it looks like to me you are missing resources like the Font and Linestyle RSC on the computer that is doesnt look right. The ACS looks identical between 2D and 3D until you rotate it so I am sure you are okay with that. What font are you using for the text "ch. bet"?

What DOT are you working with? Most DOT's deliver custom reports with their standards.
I use XML Notepad to make edits to the XSL style sheets.

GhostsOfCanton, yes AccuDraw is a very powerful tool for design. If you haven't used the O key for Origin that is another that can get a lot of use.

aatbinc, sorry but the GEOPAK password can not be reset or unlocked. I would never recommend password protecting a MicroStation file or a GEOPAK file for that reason. Your only option is to contact Bentley directly and see if they can help.

Crystalct1, I have always used the flowline feature as the offset line. I go over in the horizontal 0.05 and then whatever the vertical is 0.5 that way you are less likely to have the crossing breaklines.

Tinaward, sounds like you might be attaching the reference as Relative and not full path. You can always set your MS_RFDIR variable to search for the right folder to look in. For exmample:
