There will have to be a masonry legdge for brick and or stacked stone. There is a portion of the addition that will be supporting a second floor.

There is actually an engineer looking at the foundation today, he already suggested we reinforce it and the homeowner has agreed to it.

I agree with you that a continuous pour and rebar will be much stronger than a 2-system wall (footing + cmu).
