    I know this sounds obvious, but have you already created a 2D drawing in Pro/E from the model? Sounds like you only have a 3D model upto now. PDF is a good option nowadays. You could also send them the .drw file along with a link to PVExpress

    Did you mean 'edit/offset'? I would select the surface, do edit/offset/expand and change to sketched region. You should be able to sketch the new section.
