I know this sounds obvious, but have you already created a 2D drawing in Pro/E from the model? Sounds like you only have a 3D model upto now.
PDF is a good option nowadays.
You could also send them the .drw file along with a link to PVExpress
To avoid the excessive regen time, do a Surface copy of the internals of the hole (surf and bound).
Pattern one instance of the surface copy by 360/N.
Create cut using this quilt (solidify in WF or WF2)
Reference pattern the cut (still only one patterned hole).

I would select the surface, do edit/offset/expand and change to sketched region. You should be able to sketch the new section. There are 3 options under offset - normal offset, expand and expand with draft - these are under the drop down menu in the dashboard.
