I noticed that in general heavy structural steel plate is produced via the hot metal route, using Basic Oxygen Furnaces. On the other hand, structural steel sections are predominantly produced out of scrap using Electric Arc Furnaces (at least in europe).

It is a document issued as confirmation that the steel supplier has succeeded in producing the grade mentioned.

Ofcourse "modification" has no formal and consistant meaning. I fully agree.
But since "X52 Mod." is a very frequently used term in the steel trading business one would expect some consensus on the "modification".
