I believe the original post sets the 100% level at top of tangent line. Depending upon vessel size there can be a significant vapor space above the tangent line.

Pressure measurments are not normally flowing devices. As such only pressure signals are need. Therefore instrument tubing over piping is generally preferred.
The case for piping connection is defined more for a structural need.
Insufficient information. Pressure, Temperature and Composition will give you state information, but not mass flow rate. You may be able to approximate it by assuming another piece of information (maximum velocity in the pipe).

Your numbers seem a bit off.
(3.412 BTU/Watt-hr)(1 hr)(3 blankets)(1200 Watt/blanket) = 12,283 BTU.
This is well below the 250,000 BTU you say you need.
This also assumes all the blanket energy goes into the oil, which is unlikely.
