I cant seem to find any ANSI referance ballasts. Further research shows many testers using a generic ballast and using the the mfg. data sheet as the referance. Is this the correct way to go?

I'm having trouble finding an ANSI reference ballast (t-8 fluorescent ). Can anyone point me to who sells them? What is the going cost for one?
