You guys were right. It was a specification in the relations tree but it was not turned on so that is why we were not seeing it. Thanks Azrael for explaining how to turn the tree on. Thanks Guys for the feedback.

I have a co-worker here who has a .CATPart file that whenever he does anyhting to the part he gets a "load macro from file" error. We do not see anything in the tree or anyway to remove this error. Does anyone know of a solution to this?
so when I turn that off everything I create is a broken link so I must turn it back on when I want to have a link again? I understand the reason why you shouldn't link a-b then b-a but do you continuously have to toggle this on and off?
The problem I am having is every once in a while when working in an Assembly I will get a component that will not let me select any external references from any other part. For example I am trying to create a sketch in a component and it will not let me select any face or plane from another...
What I had to do was put a break in the sketch because it was a closed circle this broke the solid edge and allowed me to put points where ever I wanted. Thanks for the responses.
I tried that it still fails. The only thing I can get to work is to break up the sketch that I used to create the pocket so that it creates multiple edges on the inside of the pocket. This is not my preferred method though because editing these breaks its not as easy as adjusting a point drawn...

When creating a variable fillet in CATIA V5 I am receiving the following error:
You cannot create variable radius fillets on closed edges. Use only 3D points. Deselect the default vertex or plane.
