    I realize this doesn't respond to your question about what you can do in the EU, but if shipping is the whole problem, why not just protect the motor leads and ship the terminal box separately? I once purchased a chiller with an 11kV motor that came from Sweden (I think) without any terminal box...

    We made the changes I described earlier (increase trip point, add I^2t), and the motor is starting without incident. We also measured current on the equipment ground at less than 2 amps, for what that's worth, with the motor running. Thanks for everyones input. Matt
