    If you are trying to protect against the potential of delayed hydrogen cracking when the part is allowed to cool down after welding. Then you would need an “Intermediate Stress Relief” But you would need to be around 700F to defuse the hydrogen. But then why not just PWHT? Also I would hate to...

    Preheat should be min of 450F for "4140" and should be kept @ min until PWHT.

    Weldtek the skill of welders now days, has gone way down. I agree. Give them a 6-G test and make them run the root up-hill. Also I would check to make sure your welders are welding per the WPS parameters.

    A wash pass is normally used for the GTAW-P process. It is used for de-gassing or smoothing out clad welds.

    No. Not if you qualify CVN's. The range would be 5/8" to 8" with impacts!

    Qualify on 1.5" or 1.75” Thickness Range will = 3/16" through 5/8"" without CVN's or 5/8" through 8.0" with CVN's Trust me; this is the best way to do it!
