There are in several location, take one example is for amine service, operating temperature around 50degC with pressure max 3 barg. flange 14"-150#. the only concern is leaking if no remedial action have been conducted due to impractical to conduct in-situ repair.

Correct I need operating permit or certificate, then local inspection by doing 100%NDE, MPI and UT can be used for this permit.
