You didn't try the simplest way, just put flow meter and measure total flow from each line. It might be enough, so you wouldn't need to make any adjustment.
If there is a big difference in flow, you will know which pipe needs to be adjusted. Use appropriate valve, restriction oriface etc...
Pressure releif valves, doesen't make any difference of the fluid pressure.
However, you must take care for how will the liquid affect surface of the valve?
Will it increase corrosion? It might be agressive to the sealings!

All the neceserry documents are in the contract. Just follow up the contract, and you will find all reqirements, sertificates, procedures, NDT reports etc.

OK, I agree that B7 can be used with SS flanges, but in my case, it will be used outdoor, so there will be large ammount of humidity, and it is also used for natural gas pipeline flanges. I am still for the solution of usage of SS bolts.
