In AISC's manual in Section J3.10(c) it's written "For connections made using bolts that pass completely through an unstiffened box member or HSS, see Section J7 and Equation J7-1"

You are right,I see it now, Table 10-1 is for an "all-bolted" connection. So the eccentricity moment will be taken by both the supported and the supporting members.
Can anybody explain the huge differences between these two tables for connections with only two to three bolts? Attached is a spreadsheet that compares them:
