At least a grand per foot oughta cover you, plus contingency for failure and the subsequent lawsuits. Why not go around the lake? Why not use ductile iron ball & socket pipe? Assuming you mean liquid hypochlorite, I would contact Odyssey, manufacturer of the bleach. They can direct you to a fabricator to design and specify the pumps and storage facility. Contact your State agemcy regarding permit criteria.- FLwater
