First time doing the smoke exhaust. Should I base on the air change? If that is the case, how many air change should I use?

We have 12" common pipes for the primary/secondary chilled water system. Due to the space limitation of the pump room, the contractor reroute the 12" decoupled bypass pipe to 7 ft. On center. Does anyone know how to figure out the maximum length or by rule of thumb for the decoupled...
The building was built in 1967 with all the supply ducts were insulated internally.
This practice is not accepted today. Anyone knows where on code books that shows this is unacceptable, please points out.
