Pat thanks you very much, I think the Sprag Clutch is probably the best solution as it wii be a cost effective and I can use 2 of them and that will take care of the direction os spin too. I did look at magnetic clutches but were too expensive and only worked to low revs to engage.

I suppose it will be easier to state that I have a new shaft mechanism to brake the rotating shaft. I do not want the new mechanism running all the time as the shaft is spinning,I wish to engage the braking mechanism at will so it needs to engage immediately and accept the forces...
