What is the optimal designs for a low pressure driven high volume pressure multiplier for exit pressure above 1000 bar?

Feed pressure either 30-50psi (main) or 150psi (fire pump) at standard volumes with physical constraint to fit within a 4-6-8 inch diameter bore and highest outlet volume possible at highest feasible pressure.

This system is fed by a low psi water main or fire hose pump and must be implemented within 8inch cylinder to provide at least 1000bar output pressure at highest possible volume. Excess flow returns to priming pump source, other systems.

I can't see what you are asking for...

As Ted says, the laws of energy conservation dictate that you can't get more out than you put in.
 
I can guess this is for a fire engine in which case, are hydrants not low pressure high flow and the actual nozzles a much lower flow rate but much higher pressure?
