Can anyone tell me what 1010/15 steel is? Is this an AISI designation?

It is a designation that used to be handled by AISI. Now, ASTM and SAE use these old designations in their standards.

In general the first two digits tell you the basic alloying elements, 10 being plain steel. The second two digits are the carbon content in 1/100's of a percent (used to be call points). So a 10 here is 0.10% Carbon.

In some cases these are specific alloy designations, and in some cases they are just a shorthand name. Make sure that you really know what alloy you are calling for.
