1100 mm diameter cylinder - piston: 800 mm

We make hydraulic press machines. We are making a cylinder having a diameter of 1100 mm. The piston size is 800 mm. Length of stroke is 150 mm. The maximum pressure we want to exert is 300 kg/cm2. The chemical composition of the steel which we getting is:

C: .75% Cr: 1.3% Ni: .32% Mo: .18%

Will this material be safe since the carbon content if relatively high? Is there any risk in using it as a high pressure cylinder? Will the material be machinable and easily drill-able?

Please help...
