13% Cr material

Good day,

We have placed an order to vendor for the supply of Gas Lift Mandrel (Material grade L-80 13%Cr) as per API 19G1 standard and shall meet sub-class E1 (for stringent environmental condition like sour service H2S etc)" As per this standard mandrls shall be monogrammed as API 19G1 "E1".
Now vendor has come up with issue that 13%Cr material cannot be used for sour service application and hence, cannot be monogrammed to sub class E1.

My questions are:

1) Can we use 13%Cr material for sour service application ?? As far as I know as per API 5CT, L80-13%Cr material can be used for sour service application subject to satisfactory passing of SSC test as per NACE TM-0177. Please advise....

2) If not, then vendor could have proposed other material grade which can be used for sour service application during tendering stage?? Please correct me if I am wrong ......
