13 R has an exception for installing heads in closets only accessible from outside an apartment [such as from a balcony] with no unprotected openings into the apt. [6.9.7 of nfpa 13r 2007] However, 6.9.4 says if it has heating equipment in it, it gets sprinklered. Do you normally put a sprinkler in outside utility closet or not?

Sprinkler heads are NOT required in the exterior closet if it meets the requirements of 6.9.7.
The 2010 edition explain better and adds in the 6.9.4 reference(except as permitted by 6.9.7.)

The reference numbers in 2010 are a bit different than 2007. (6.6.4 & 6.6.7)

Be sure to check local fire codes and their amendments. We require sprinklers in all exterior closets of Type III and V construction as defined by the 2012 IBC in Group R occupancies.
