13Cr and Stellite Coating

Our client asks for 13%Cr coating on SS410 wedge and stellite for seat of valve. Why 13Cr is required on SS410 since it is same material? Does it has any benefit ?

Also, is it not necessary to have both closure member and seat facing with hard facing of similar hardness level ? Is it acceptable to coat only seat or closure member ?
