Have two questions about 2000 IRC that hopefully someone can provide answers for. Is there a wind speed limit above which the wind load code provisions do not apply (similar to 2003 version)? Also, are there deflection limits under wind loads for walls with varying finishes (brittle vs. flexible)?

Found my answer that deflection limits for walls (i.e. wood studs) applied in 2000 code as well.

Next question is does anyone ignore these provisions on purpose? I am getting some flack from contractors/owners for using 2x6 studs in applications where 2x4's were always used. Just wondering if some jurisdictions have not enforced deflection limits or is it just a case of ignorance.
