2008 Civil 3d Display Order

Everytime I open a drawing file with Mr. Sid photo references, the display order is wrong. Each time the external references load, they are placed on top of everything else and I have to manually change the display order back. I am not seeing this with jpegs (yet) - just with Mr. Sid.

Outside of going back to 2007, does anyone have a solution for this?
