Just curious, anybody know why 2011a Addenda to Sec VIII, Div 1 & Sec II, Part D are issued as complete rather than as update pages?

Yes, to prepare for a two year publication cycle.

Correct. There will be no addendums between now and 2013. Code Cases are unaffected. ASME is trying save money by saving publication costs.
