Hi experts
20Kv cable joint was broke-down , now we are preparing to cut the damaged joint and fixing two new joints instead whereas no extra length in the cable. what is the minimum safe distance between the new to joints ?

In my opinion if in the test process of accessories the distance between junctions has to be not less than 2 m this has to be the installation minimum distance. See:
IEC 60502-4 Part 4: Test requirements on accessories for cables with rated voltages from 6 kV (Um = 7,2 kV) up to 30 kV (Um = 36 kV)
Figure 2 – Test arrangements and number of samples for straight or branch joints

There are available elongated splice kits rated for 25 kV that may be worth to consider. Some of the elongated splice body allows for the removal of up to 6 inches of damaged cable and perhaps longer. It is recommended to check with your splice vendor for options. Notice that adding cable splice diminish the overall cable reliability since the splice is one of the weakest points in the system.

If the elongated splice is not available to meet this application, install two single joints as suggested.
Below is a sketch with a typical cable splice suggesting that electrical stresses decay to a minimum at the end of the splice. I would like to believe that the minimum safe distance between two adjacent splices is not sensitive to the length of cable added between the joins.
