220 VAC 60Hz two phase VS 220 VAC 50Hz single phase

I am trying to clarify if a 220 device can be attached to either a 220 VAC 60Hz two phase (USA) or 220 VAC 50Hz single phase (Europeon).

1) Are there any cautions or dangers?

2) Can you go one way and not the other?

3) Are there guidelines for testing devices to verify they will work on both systems?

4) Are there any articles addressing this?

This was addressed in another post, I believe in motor controls. If your talking about an induction motor, the nameplate should have a 50/60 Hz rating. If it doesn't, then you can still possible use it as long as the reduction in speed will not cause problems with the mechanical system attached to it and the motor is not pushing into service factor amps. Reduced freq also means starting torque goes up, efficiency is down as well as power factor, the full load current will increase (as I stated), and the operating temp will increase. This is all assuming the load has not changed from operating at 60 Hz to 50Hz. If it is not a motor, then please let us know what type of equipment it is to give you a better answer.
