22Y and 13Y Historic Steelwork and Concrete Codes

I am currently working on a facility that was constructed in 1968 on a naval base and it refers to "22Y Structural Steelwork" and "13Y Concrete Construction" as governing codes. There isn't any other reference to other building codes, but it does list material codes, such as ACI, AISC and ASA.

Does anyone know what these reference? I'm assuming some sort of military construction code, but I have not been able to find anything online about them and my coworkers don't really know what these reference offhand.

I think the source document for 22Y is via NAVFAC DM-2, which is a design manual that references a specification 22Y
