2400 x 1600 mm door in shell of the tank

Hello all,

Again I am having another issue with the construction of an ''API 650 tank'' with dimensions 10.5m diameter x 9.6m heigth, I was checking the design drawings for the construction and I found this kind of opening, like a square door of 2400x1600mm.
the design of door present reinforcement and an over compensation in the thickness of the shell where this opening is placed(see attached drawing).
Have you seen this kind of opening in another codes of standards, or API talk about this kind of door?

API 650 limits such door openings to standard flush-type cleanout openings with a maximum opening dimension of 48"x48".
Larger openings can be built, but the tank is no longer an API-650 tank, and you're on your own for design and detailing of the door.
 
Typically openings that size are temporary for repair operations. What service is the tank in, does it need regular repair or maintenance?
 
Thanks colleagues for the answers, those are 2 tanks, one for slurry service and the other for process water. Reading the basic of designs of the project, I think that door is to allow access for a skid steer loader. I see the use of this equipment in the slurry tank, but for the process water tank not.
