240volt single phase surge suppressor?

We were told that a 120/240volt split phase surge suppressor does not meet the specification which is for a 240volt single phase surge suppressor. Does this make sense?

I can if the 240 volt suppressor is rated 240 volts Line to Ground/Earth. That and the fact a 120/240 volt suppressor comes with a neutral lead.
