2800 ton electric drive centrifugal, 134...leaking due to surging ?

This is one of two new machines installed in the spring. This electric drive chiller has surge protection (no hot gas bypass). For about a week, the operators were surging this unit on the evening hours and accepting it as "a problem with the machine"... the machine began to leak refrigerant from the condenser level control on the bottom of the condenser. Is this leaking directly attributable to the surging?

It is possible.Surging causes the machine to vibrate.Coninual vibration can cause a range of problems
 
If it's new, and it leaks, call the contractor and the vendor.
