Is the 3d to 2d flattener license needed for 2d exchange?

Yes, when you select the File -> Export -> 2D Exchange... operation and after specifying a model/drawing and selecting the various options, when you hit the OK button a '3d_to_2d_flattener' license is checked OUT. Once the task has completed, the license is checked back IN.
