why it's not common or industry standard to 3 mil ENP on a 316 ball?

IMO, there is no need to have ENP coating on 316SS, which is to provide a corrosion resistant surface as 316SS itself.
 
Why should it be a standard? It's generally for tribological purposes rather than corrosion control, and is a subjective materials selection.
