33KV Siemens GIS Closing coil and relay binary output

I have a 33KV switchgear when you earth the feeder and close the breaker there is a mechanical interlock with padlock that when locked it blocks the opening of circuit breaker. i had one of the feeders that its binary output contact which open the breaker has stopped working. i figured out that the contacts of the binary O/P has damaged because of someone press the opening bush button several times while the breaker was blocked. Now i am worried about that could occurred to other feeders. what is the best solution to protect both the binary O/P and the trip coil when the padlock is applied.
