Any useful tips how to proceed with this, and what standard should be considered.

I think you mean, you need to meter a 36" pipe line you want to know the most economical way to do it.
Does that sound right?
Okay!

The cheapest method I know of (and have used) is a Pitot Tube. This is a measuring instrument consisting of a right-angled tube with an open end that is directed in opposition to the flow of a fluid and used to measure the velocity of fluid flow [syn:
Pitot tube]
See this"

All you need is a 6" Flanged branch outlet (Weld-O-Let, Weld Neck Flange) on the Side of the 36" pipe. Buy the Pitot Tube assembly with a matching 6" mounting flange.

- The side mounting is so the 6" branch does not collect vapors.
- The flanged mounting is so the instrument can be inspected , repaired or replaced during normal plant shut-down.

Do the math and you will see this is way more economical than two 36" flanges, two 36" Gaskets, a custom made 36" orifice Plate and reconfiguring the 36" piping to allow flexibility so the flanges can be spread to remove and install the plate and gaskets.

prognosis: Lead or Lag

Could also look into a thermal mass meter or annubar.
I suspect by the time you calculate the plate thickness for the orifice plate, in addition to the extra machining, facing, gasketing and bolting, the insertion type devices will be seen as better alternatives - particularly if retractable.

Not to mention the consideration of the relative upstream and downstream diameters of straight pipe and / or straightening vanes.
