Does anyone have a handle on the secondary oil containment requirements in the latest 40 CFR 112? I am a little behind the curve. I think that it became a rule in July 2002, with deadlines February 17, 2003. I think the deadline has been postponed 60 days and that there is a proposal to delay it another year.
As I understand it, the old rule just required an SPCC Plan for sites with more than 1,320 gallons of oil. It now indicates that secondary containment is required. We have put secondary containment tanks in at a number of substations and power plants, but that is a $20K to $40K project and is not completely maintenance free. Any thoughts on more economical methods at unmanned locations?
