440C stainless steel issues

I am using some round bar 440c SS and keep running into issues with the material delaminating or tearing out. has anyone seen this before or know what would cause it. When milling or sawing a chip will tear out and i can continue to roll it down the part. Thanks for any advice

How was this made? What was the starting size? Do you know where it was made?
If this was hot rolled you may not be removing enough stock.

Material was bought as ground rod bar Ø.3125 I have not removed any material for the od just milled the ends. I believe it is some sort of inclusion it will follow the whole length of the bar 6ft. Never seen material pull off like this
 
Laps, folds, slivers, inclusions can all cause this.
Send it back, they didn't remove sufficient stock. Ground bar is supposed to have sound surfaces.
