49 CFR 178.274 UN Tank External Piping QC and siting

My company has purchased several IMO containers to be located on a site governed by NFPA 59A and such B31.3. The associated external tank piping on the IMO containers does not appear that it could have passed x-ray (root pass completely sugared, IF, etc). 49 CFR 178.274 nor 277 reference acceptance testing for NDE. Would acceptance criteria revert to B31.3?
