What criteria do I need to consider to order a typical 600V power distribution panel for battery chargers?

The panel is supplied from a power center through a 280A circuit breaker.

The 600V power distributionpanel is supplied through three phases without any ground cable. It is suppose to supply two battery chargers through two circuit barkers with 70A and 30A rating.

Recommended for you

You always need 'ground'. You may not need neutral, if all of your loads are 3 phase or line to line voltage single phase.
 
If you have other panels you may wish to use the same manufacturer for parts interchangability.

You should specify bus voltage and ampere rating, copper or aluminum bus, whether you have a main circuit breaker or main lugs only, top feed or bottom feed, space for future circuit breakers, plug-in or bolt-on circuit breakers, neutral bus if needed, schedule of branch circuit berakers, and most importantly short circuit interrupting rating.

Ground can be a separate grounding conductor with the feeder or the feeder raceway system can be used if it is an approved system. Raceway grounding is less than desirable, but acceptable to many codes.
