653 Tanks Water-Draw Periodicity

I have a client that is very resistant to any "best-practice" type recommendations. I'm wondering if API provides any recommendation on the periodicity to how often water draw-off nozzles should be checked? Currently they don't do any and they won't accept that the pitting in the bottom shell course is likely due to this.
 
I would assume that was an operating consideration, and they should line or add CA as needed for that condition.
 
This ought to be in the Client's Operating Manual.

Also, depends on the service, change in service, corrosivity of the medium and management considerations like manpower, shifts, etc

Corrosion may be reduced somewhat by drawing off water, but will still continue - anaerobic microbial corrosion will continue unabated.
