The 85th percentile of observed speeds is considered as the measure of the operating speed of a particular roadway. The operating speed is defined as the speed at which drivers are observed to be operating their vehicles during free flow conditions. Ideally, the geometrics and other design features as well as the posted speed limit should match the operating speed.
