8620 Steel Carburized

I received an investment casting, suppose to be 8620 steel, case hardened to 60Rc.
The chemical analysis showed the material to be as follows:
C = .40
Si = .3
Mn = .65
P = .014
S = .010
Cr - .86
Mo - <.01
Ni - .04
Fe = Remainder
Can someone tell me what this material might be?

This looks like a 51xx low alloy steel.
 
What ever be the grade,when it is a case of extreme non conformance,casting should be rejected .

If the results are representative of the bulk, then metengr is correct, grade 5140 SAE J404. If the composition was determined from the surface of a case hardened part, then it is possible that the carbon concentration reflects a combination of a low carbon core and a higher carbon case.
