91 olds 88 custom cruiser wagon

neighbor of mine changed out his fuel pump on his 91 olds
delta 88 custom cruiser wagon 5.0L, and when he had finished
the job and went to turn on the vehicle noticed the fuel gauge was botomed out to the full side and when he drove
the vehicle it won't go pass the 2000 mark on the rpm gauge,
vehicle just won't go pass that mark. My neighbor explained
that was the only thing he replaced, but I'm not sure if he
is telling me everything he may have done to the wagon.
need some tips on what to check on vehicle.

if:
you have some repair background and knowhow,
and if: you have tools and test equipment (multimeter, etc)

then:
go get a manual for the vehicle...
Maybe start with a Haynes or Chilton
later, if the guy will keep the car for a while, go (maybe to Ebay) and get the factory manual for it.

Also, maybe there is a trade school in your area? Some of them will take in projects?

I agree with Jay;

Since the '91 is a fuel injected vehicle, there are many things that could be wrong. I have my strong suspicions, but feel that a lay-person throwing in parts based on a websites advice is NOT the way to properly diagnose and repair a vehicle, especially since it is not on-site, in-hand.

If you are not experienced in these repairs, really, consult a local professional.

This is NOT a slam on your qualifications, the symptoms are really very basic. You describe them well in your first couple of sentences, there is your problem!

Sometimes I help in our local auto parts store, and you would not believe the people coming in all weekend long, wanting a progression of parts, saying, "thats gotta be it, I've replaced everything else", then asking for a refund on the parts that were installed, then removed since it did not fix the problem.

If I wouldda known you were going to blast in, I would have deferred!

Spent last weekend in Kerrville, between K and Medina, lovely place! One of my favorite places to visit. Belong to the Stude club and a couple of our members live there. One of them is a Mopar nut, and he is trying to sell his stuff. He has some real neat 50's Mopar muscle stuff.
