96 DP Straight Knurl

I have a new part which has 96 DP Straight Knurl. The diameter before knurl is .187 +/- .005 and diameter after knurling is .200-.203. To calculate the # of knurls required which diameter shell I consider, before knurl or after knurl diameter? Thanks.
